Jennifer Bumgarner

Program Director, Southeast
Jennifer Bumgarner serves as Program Director for the Southeast region and is based in the Energy Foundation’s Raleigh, N.C., office. Jennifer previously served as the Assistant Secretary of Commerce for Energy with the North Carolina Department of Commerce, where she led the state’s efforts to connect clean energy and economic development, and informed policy decisions on key energy issues, including renewable energy, climate policy, nuclear energy, smart grid, and transportation fuels.
 
In 2009, Jennifer was the Deputy Policy Director for North Carolina Governor Beverly Perdue. She served as the governor’s advisor on environment, transportation, and agriculture Policy from 2005-2009, under governors Michael Easley and Beverly Perdue. In addition to her public service, Jennifer has been a member of the advisory panel for the Z. Smith Reynolds Foundation and the president of the board of directors for the North Carolina Center for Women in Public Service.
 
Jennifer holds a B.S. in Politics from Wake Forest University, and was a 1999 Rhodes Scholar and recipient of a M.Sc. in Social Policy from the University of Oxford, England.
