Brooke Harper

Program Director, Northeast Campaigns

Brooke designs and funds strategies that create the diverse coalitions and collaborations needed to meet the ambitious state policy goals in the power, buildings, transportation, and climate sectors in the Northeast. She works with colleagues at EF to develop, shape, and implement strategy in the Northeast, while interfacing with grantees, funders, and partners in these states to ensure they are supported for maximum impact.

Most recently, Brooke was a consultant serving as the Maryland State Director for EF, where she developed and led a coalition of grantees to pursue clean energy and transportation action in Maryland. Prior to that, Brooke worked with 350.org as a Regional Campaign Strategist to implement voter outreach and education, organized democracy defense campaigns, and led strategic planning processes for programs and campaigns. Brooke also served as the Maryland State Director for Chesapeake Climate Action Network, where she led the grassroots coalition for Maryland’s historic fracking ban and worked to advance the Clean Energy Jobs Act.
