Sierra Martinez

Program Director, Energy Efficiency


Sierra Martinez focuses on energy efficiency, utility reform, and clean energy strategies. Sierra also teaches courses on energy law and policy at University of California Berkeley Law and University of California Hastings College of the Law. He previously served as Legal Director of the California Energy Project at Natural Resources Defense Counsel. Sierra has testified as an expert on energy issues before the major California energy agencies and the California Legislature. Sierra played a critical role in the development and passage of several key energy policies in California, including SB 350, which set the state’s goal to double energy efficiency.

Sierra holds a J.D. from Stanford Law School and a B.A. from Stanford University.
