Jessica Lubetsky

Program Director, State Federal Climate Initiative

Jessica provides a critical point of connection between EF’s state grantees, national partners, and federal policy priorities to ensure that the field is supported for maximum impact. She helps to craft and execute strategies that lead to durable support for clean energy solutions at the intersection of state and federal work by contributing to program design, function, and problem-solving.

Jessica came to EF from Energy Media, a collaboration of EF and Resource Media, where she served as Senior Communications Director for the State Federal Climate Initiative. Previously, Jess served as the Executive Director of The E2e Project (a joint initiative of the University of CA, Berkeley, University of Chicago, and Massachusetts Institute of Technology focused on energy efficiency), where she developed and directed an outreach and education campaign aimed at state energy efficiency offices to create new approaches for evaluation of energy efficiency programs. Prior to that, Jess held several positions with Pew Charitable Trusts, where she worked to deploy clean and efficiency energy through grassroots organizing, building strategic relationships, and strategizing campaigns.
